Job Overview:

The Manager Procurement (Customs Specialist) will play a pivotal role in managing the procurement processes for Skylink Distribution, with a strong focus on ensuring compliance with international and local customs regulations.

The role requires managing customs clearance for imports and exports, overseeing procurement processes related to shipping and freight forwarding, and ensuring that all goods are processed efficiently and in compliance with relevant trade laws.

The individual will also be responsible for fostering relationships with vendors, shipping partners, and regulatory authorities to ensure a seamless flow of goods across borders.


What will you enjoy doing (duties/tasks)

  • Lead the procurement activities for all freight and shipping services, ensuring timely and cost-effective acquisition of transportation services, equipment, and other logistics-related materials.
  • Negotiate contracts, terms, and conditions with shipping companies, freight forwarders, and third-party vendors to ensure cost-effective and reliable services.
  • Work closely with internal teams (operations, sales, logistics) to understand procurement requirements and ensure that services meet business needs and customer expectations.
  • Monitor supplier performance, ensuring they meet quality standards, delivery timelines, and contractual obligations.
  • Oversee the customs clearance process for all shipments, ensuring adherence to relevant import/export regulations, tariff codes, and international trade laws.
  • Ensure accurate and timely completion of customs documentation, including the Harmonized System (HS) code classification, country-of-origin certificates, invoices, and bills of lading.
  • Coordinate with customs brokers, freight forwarders, and local authorities to ensure compliance with import/export regulations and smooth customs clearance.
  • Stay up to date with changes in trade regulations, tariffs, and customs procedures, ensuring compliance with local and international laws and regulations.
  • Ensure that Skylink Distribution’s shipments meet all required safety, security, and environmental standards.
  • Identify and mitigate risks associated with customs clearance and shipping, including delays, fines, and penalties due to non-compliance or incorrect documentation.
  • Perform audits and reviews of procurement and customs clearance procedures to ensure full compliance with government regulations and industry best practices.
  • Develop and implement procedures to address potential compliance issues, reducing the likelihood of customs-related disruptions to the supply chain.
  • Work closely with senior management to develop contingency plans for resolving any customs-related disruptions or delays.
  • Manage procurement budgets, ensuring cost savings while maintaining high-quality service standards for freight and shipping services.
  • Analyze shipping costs, vendor performance, and market trends to identify opportunities for cost reduction and process optimization in the procurement of transportation services.
  • Develop and maintain relationships with global shipping companies, customs brokers, and other external service providers to secure competitive rates and improve service quality.
  • Lead negotiations with suppliers and shipping partners to optimize rates, minimize transportation costs, and improve service delivery timelines.
  • Ensure that all procurement activities and customs processes are fully documented and auditable for regulatory compliance.
  • Prepare and submit regular reports to senior management, detailing procurement activities, customs compliance status, shipping costs, and any issues or risks encountered.
  • Track and report on key performance indicators (KPIs) related to procurement efficiency, vendor performance, and customs compliance.
  • Maintain an organized record of all customs documentation and procurement contracts, ensuring they are easily accessible for audits and regulatory reviews.
  • Lead, mentor, and develop a team of procurement and customs compliance professionals, ensuring they are equipped with the knowledge and skills required to manage procurement and customs clearance effectively.
  • Provide ongoing training and support to team members on the latest customs regulations, compliance procedures, and procurement best practices.
  • Foster a culture of continuous improvement within the team, encouraging innovative solutions to procurement and customs challenges.

Requirements:

What you need to succeed (Qualifications, experience, skills, attributes)!
In the role of Manager Procurement (Customs Specialist) Bachelor’s degree in Supply Chain Management, Logistics, International Trade, Business Administration, or a related field. Certifications in Customs and Trade Compliance (e.g., Certified Customs Specialist (CCS), Certified Export Specialist (CES), or other related certifications) are a plus.

8+ years of experience in procurement and customs management, preferably in a freight forwarding or shipping company. Solid experience in customs clearance, including familiarity with tariff codes, trade compliance regulations, and customs documentation. Proven track record of successfully managing vendor relationships, negotiating contracts, and optimizing procurement costs. Experience with logistics management, shipping services, and understanding of international trade routes and customs requirement
